Across Europe, citizens are increasingly asking for new ways to participate in shaping the policies that affect their lives. At a time when democracy itself is under pressure, ORBIS is working to create a more inclusive and transparent space for dialogue, where citizens and institutions can come together to deliberate and co-create solutions. By combining democratic innovation, research, and technology, the project aims to strengthen trust, accountability, and participation in decision-making.
In today’s world, marked by war, climate change, rising living costs, and social divides, “security” cannot be reduced to military or political strategies alone. It is about peace, stability, and dignity in everyday life. It is about safe neighbourhoods, financial resilience, clean air, healthcare, and social cohesion.
Through this pilot, citizens from diverse regions and backgrounds are invited to share their views on what truly makes them feel safe — and what fuels their sense of insecurity. By lowering barriers to participation and opening the conversation to a wide range of voices, the pilot creates an accessible space for meaningful, collective reflection.
The insights generated will not only shed light on people’s real needs and concerns but also provide valuable input for decision-makers who too often lack this direct connection with citizens’ lived experiences.
This is more than a consultation: it is a step toward reimagining democracy in Europe. By engaging in the Common Pilot, participants contribute to building a democratic ecosystem that is more inclusive, responsive, and able to address the challenges of our times.
